Initiation of the local referendum The local referendum may be initiated: a) by 1/2 of the number of elected councillors and, if the mayor is dismissed by secret ballot – by 2/3 of the number of elected councillors; b) by the mayor of the village (commune), town (municipality), unless a referendum is initiated to dismiss the mayor; c) by the representative authority of the administrative-territorial unit with special status; d) by 10 per cent of the number of citizens entitled to vote residing in the territory of that administrative-territorial unit.
