Initiation of the referendum on the revision of the Constitution
(1) The referendum on the revision of the Constitution shall be initiated in accordance
with Article 141 of the Constitution.
(2) The proposal for the referendum on the revision of the Constitution shall be
submitted to the Constitutional Court, which shall be required to carry out, within 10 days, the
constitutional review of the issue/draft law to be subject to the referendum and to submit an
opinion.
(3) After the Constitutional Court has carried out a constitutional review of the
issue/draft law to be submitted to the referendum, the proposal for the referendum, to which
the opinion of the Constitutional Court is attached, shall be submitted to Parliament for
consideration.
(4) The revision of the Constitution shall not be subject to a referendum if it results in
the suppression of citizens’ fundamental rights and freedoms or their guarantees.
(5) If the revision of the same provisions of the Constitution is initiated simultaneously
by Parliament and the citizens, the parliamentary review of proposals for revision shall cease.
