Invalid elections
(1) Elections shall be deemed invalid if less than 1/3 of the voters included in the
electoral roll have participated in the first ballot.
(2) The decision on declaring elections invalid shall be taken by the Central Electoral
Commission based on the acts submitted by the electoral constituency councils.
