Procedure for electing the President and Secretary of the Central Electoral Commission (1) The President and Secretary of the Central Electoral Commission shall be elected from among the members of the Commission by secret ballot, by an absolute majority of its members, by a decision to that effect. The procedure for electing the President and Secretary of the Central Electoral Commission shall be described in the rules of procedure of the Central Electoral Commission. (2) Each member of the Central Electoral Commission shall have the right to submit proposals for nominations for the positions of President and Secretary, including to propose and to vote for his/her nomination. (3) The meeting held for the election of the President and Secretary of the Central Electoral Commission shall take place within maximum 15 days from the occurrence of the vacancy for these positions during the term of office. If these positions are vacated during an electoral period, the election session shall be held within 3 days of the occurrence of the vacancy. (4) In the event of a replacement of the full composition of the Central Electoral Commission, the first meeting for the election of the President and the Secretary shall be chaired by two members of the Commission, elected by a simple majority of its members, whose task is to organise and supervise the procedure for the debate and election of candidates. (5) If, at the first vote, the candidate for the position of President or Secretary of the Central Electoral Commission has not obtained an absolute majority of votes, a repeated vote shall be held, in which members who candidate for the same position in the first vote may also take part. (6) In the absence of the President of the Commission and in the event of legal vacancy and until a new President is elected, the duties of the President shall be exercised by the Secretary.
