The
Commission may prescribe-
(a)
circumstances in andconditions on whichaperson
who is unavoidablyand
unforeseeably unable to vote in the voting district in which that person is registered as a voter, may apply to vote elsewhere;

the procedure for app!ying for declaration votes; and
