Whenever it may be necessary to hrther regulate elections of or by-elections for municipal councils the Commission may, subject to the provisions of Chapter 7 of the Constitution and of national or provincial legislation under that Chapter, make regulations regardingthe calling of municipal elections; election time-tables; party lists of candidates; candidatescontestingelections of or by-electionsformunicipalcouncils, the payment of deposits by candidates, the return or forfeiture thereof, the inspection of lists of candidates and objections to candidates; the postponement of voting at a voting station; voting procedures; counting of votes and objections material to final results of elections; the appointment of candidate agents; and generally, any other matter which is necessary or expedient to be prescribed in order to achieve the objects of this Act and of Chapter 7 of the Constitution or national or provincial legislature thereunder.
