(1) A person other than: (a) the DRO for the Division in respect of which a pre ‑ poll vote ballot paper has been issued under subsection 200E(1); or (b) an officer acting at the direction of the DRO; shall not open an envelope containing a ballot paper given to an officer under subsection 200E(5) or (7). Penalty: 5 penalty units. (2) Strict liability applies to an offence against subsection (1). Note: For strict liability , see section 6.1 of the Criminal Code .
