(1) The Electoral Commissioner shall, forthwith after the end of each month: (a) ascertain, in respect of each State, as at the close of a day in the month, the number of electors enrolled in each Division; (b) determine, in respect of each State, as at the close of that day in the month: (i) the average divisional enrolment; and (ii) the extent to which the number of electors enrolled in each Division differs from the average divisional enrolment; and (c) cause a statement setting out the matters so ascertained and determined to be published forthwith in the Gazette . (2) Nothing in subsection (1) shall be taken to require a determination under that subsection to be made in respect of the several States as at the close of the same day in a month. (3) A determination under subsection (1) shall be made by instrument in writing.
