(1) The Commission may by resolution delegate to an appointed Commissioner, an electoral officer or a member of the staff of the Commission all or any of its powers under: (a) this Act, other than its powers under Part IV; or (b) any other law. (2) A certificate signed by the Chairperson stating any matter with respect to a delegation of a power under this section is prima facie evidence of that matter. (3) A document purporting to be a certificate under subsection (2) shall, unless the contrary is established, be taken to be such a certificate.
