(a)(1) It shall be the duty of the majority and minority parties to keep on file with their respective state chair a complete list of all of their respective county chairs. (2) It shall be the duty of the respective county chairs of both the majority and minority parties to keep on file with the Secretary of State a letter stating the name of the county chairs and to notify promptly the Secretary of State of the death, resignation, disqualification, or vacancy in the office of any county chair and of the election of a new chair to fill the vacancy thus created.
