(1) Die mündliche Verhandlung findet öffentlich statt. (2) Für die mündliche Verhandlung gilt § 4, doch sollen an ihr alle Mitglieder oder ihre Stellvertreter teilnehmen. (3) Der Vorsitzende hat in der mündlichen Verhandlung die Befugnisse, die sich aus der sinngemäßen Anwendung der für den Zivilprozeß geltenden Bestimmungen ergeben.
