(1) Wählbar ist, wer am Wahltage 1. Deutscher im Sinne des Artikels 116 Abs. 1 des Grundgesetzes ist und 2. das achtzehnte Lebensjahr vollendet hat. (2) Nicht wählbar ist, 1. wer nach § 13 vom Wahlrecht ausgeschlossen ist oder 2. wer infolge Richterspruchs die Wählbarkeit oder die Fähigkeit zur Bekleidung öffentlicher Ämter nicht besitzt. 3.
