For the purposes of this article, unless the context otherwise requires: 1. "Applicant" means a person who applies for a driver's license. 2. "Driver's license" means any class of driver's license or a nonoperating identification license issued by the motor vehicle division of the department of transportation. 3. "Driver's license examiner" means an employee of the motor vehicle division of the department of transportation who is authorized to examine applicants for driver's licenses.
