Interpretation ( Part XIV ). 78. —In this Part— “ballot paper envelope” has the meaning specified in section 81 (c) ; “covering envelope” has the meaning specified in section 81 (d) ; “special presiding officer” means a person appointed to be a special presiding officer pursuant to section 80 .
