1. In the event that the number of elected members of local government bodies is less than the number of mandates in the relevant local government body, the territorial election commission, within one month from the date of the initial elections, shall appoint by-elections for members of local government bodies. 2. By-elections shall be held in accordance with the rules established by this Constitutional Law for initial elections.
