1. Elections of the President, deputies of the Mazhilis of the Parliament and maslikhats, akims of districts, cities of regional significance, cities of district significance, villages, settlements, rural districts (hereinafter in the text of this Constitutional Law referred to as akims), members of other local self-government bodies of the Republic shall be held based on universal, equal and direct suffrage by secret ballot. 2. Elections of deputies of the Senate of the Parliament of the Republic shall be held on the basis of indirect suffrage by secret ballot. 3. Participation of citizens of the Republic in the elections shall be voluntary. No one shall have the right to force a citizen to participate or not to participate in elections, as well as to restrict his will. 4. Foreign interference shall be prohibited in the preparation and conduct of elections. Footnote.
