1. The Government of the Republic of Kazakhstan, within matters of its competence, issues decrees that are binding throughout the territory of the Republic. 2. The Prime Minister of the Republic shall issue binding orders on the entire territory of the Republic. 3. Government decrees and orders of the Prime Minister should not contradict the Constitution, legislative acts, or decrees and orders of the President of the Republic.
