1. One of the Deputy Chairpersons of the Commission shall be the secretary of the Central Electoral Commission. He shall be elected by the Central Electoral Commission in the manner prescribed by the Regulations. The Commission secretary shall sign minutes of the Commission meetings, have care of clerical work, and carry out other duties assigned by the Central Electoral Commission or its Chairperson. 2. If the secretary of the Central Electoral Commission is not able to carry out the duties, he shall be temporarily deputised for by the member of the Central Electoral Commission who is appointed by the Central Electoral Commission.
