1. The lists of citizens who are eligible to vote in the referendum, shall be referred to as voter lists. In order to organize and conduct the referendum the following voter lists shall be compiled: 1) the list of the voters of the Republic of Lithuania; 2) the lists of city and regional voters; 3) the referendum polling district lists. 2. The voter lists shall be compiled on a preliminary and final basis. These lists may be only be used for organizing and conducting the referendum.. The procedure of making up the voter list should be such that every citizen, having the right to vote, must be included therein. No one may be entered on the voter lists several times. 4. The Republic of Lithuania voter lists and city, electoral voter lists, which are compiled by the administrator of the Population Register, shall be compiled in electronic information media. 5. The Central Electoral Committee shall establish the procedure, form and means of compiling of the lists indicated in paragraph four of this Article and the use thereof.
