1. Only the Central Electoral Committee may proclaim preliminary election results. If the municipal electoral committee delivers the preliminary data of the election results in all polling districts, the Central Electoral Committee must immediately prepare a report to the mass media. This report shall be announced in the Internet in the first place, but no earlier than the close of the polls at the elections in all Member States of the European Union. 2. The representatives of the mass media shall be prohibited from disseminating the information about the vote counting or election results by video or sound recording equipment, orally, in writing, or otherwise, until the announcement of the report of the Central Electoral Committee.
