(1) Election commissions and polling station commissions shall be formed from citizens of Latvia who are proficient in the Latvian language and who have at least the general secondary education. (2) A member of the Saeima or a councillor of the respective local government council may not be a member of the election commission or polling station commission. (3) A person who has been nominated as a candidate or is the submitter of a list of candidates may not be a member of the polling station commission. (4) One person may not be in several commissions, except in the cases laid down in Paragraph four of Section 1. (5) Chairpersons, secretaries and members of election commissions and polling station commissions shall not be regarded as public officials within the meaning of the law On Prevention of Conflict of Interest in Activities of Public Officials.
