The Central Election Commission shall be responsible for the establishment of all election commissions. For this purpose it shall: 1) determine the time periods for the establishment of election commissions if they are not specified in law; 2) participate in the establishment of elections commissions in accordance with the procedures laid down in law; 3) appoint election commissions if they have not been established in due time in accordance with the procedures laid down in law.
