(1) The State ensured free broadcasting time may be used for a pre-election campaign by all candidates who are in the list of candidates of the same title together or, upon reaching an agreement, by some of them. The relevant public electronic mass medium shall be notified of such agreement in each individual case. (2) Candidates who are in the lists of candidates of different titles may reach an agreement on a joint use of the broadcasting time within the framework of the broadcasting time provided thereto if they have the right to use the State ensured free broadcasting time for a pre-election campaign. Such agreement shall be notified to the public electronic mass media at least 40 days before the day of the elections of the Saeima or the European Parliament and at least 29 days before the day of local government elections. If the Saeima has been dissolved or recalled, the notification of the agreement shall be submitted to the public electronic mass media 20 days before the election day. Notification of the agreement on the joint use of broadcasting time cannot be amended or withdrawn. (3) The State ensured free broadcasting time may be used by the candidates who are in the relevant list of candidates at their discretion.
