(1) The following shall be deemed as invalid: 1) torn ballot papers; 2) ballot papers, which are not sealed with the stamp of the relevant polling station commission; 3) ballot papers where both the answers "for" and "against" are marked; 4) ballot papers where neither the answer "for" nor the answer "against" is marked. (2) The election commission shall resolve the disagreements regarding the validity of ballot papers by majority vote. In the event of a tied vote, the chairperson of the commission shall have the casting vote. [3 September 1998]
