A national referendum shall be organised if: 1) the Saeima has amended Article 1, 2, 3, 4, 6 or 77 of the Constitution; 2) the President has initiated the dissolution of the Saeima; 3) the President has suspended publication of a law for two months and during these two months a request of at least one tenth of voters has been received to pass the suspended law for a national referendum; 4) the Saeima has not adopted without amendments to the content a draft law or draft amendments to the Constitution lodged by at least one tenth of voters; 5) the issue on participation of Latvia in the European Union is on the agenda; 6) the issue on material changes in the conditions on participation of Latvia in the European Union is on the agenda and it is requested by at least one half of the members of the Saeima; 7) at least one tenth of voters has initiated the revocation of the Saeima.
