(a) After hearing and considering the evidence or argument, the registrar shall promptly determine the challenge and issue a decision in writing. (b) If the registrar determines that the applicant is eligible for registration or that the manner of submission of the application was authorized, the registrar shall approve the application. (c) If the registrar determines that the applicant is not eligible for registration or that the manner of submission of the application was unauthorized, the registrar shall reject the application. (d) The registrar shall retain a copy of the decision on file with the applicant's registration application and shall deliver a copy to the applicant.
