(a) This section applies to: (1) a former officeholder who has unexpended political contributions after filing the last report required to be filed by Subchapter D; or (2) a person who was an unsuccessful candidate who has unexpended political contributions after filing the last report required to be filed by Subchapter C. (b) A person covered by this section shall file an annual report for each year in which the person retains unexpended contributions.
