(a) The secretary of state may adopt rules as necessary to implement the federal Help America Vote Act of 2002. (b) The secretary of state shall adopt rules establishing state-based administrative complaint procedures to remedy grievances that meet the requirements of Section 402(a) of the federal Help America Vote Act of 2002.
